POLICY: Commissioner for Older People (Scotland) Bill
This consultation is about a proposed Commissioner for Older People (Scotland) Bill, which will establish a Commissioner for Older People for Scotland, whose purpose will be to promote and safeguard the rights and interests of older people in Scotland. The proposals have some implications nursing professionals, particularly the proposed investigatory function of the Commissioner.
ÂÌñ»»ÆÞ Scotland is broadly supportive of a Commissioner for Older People in Scotland and its proposed function to promote and safeguard the rights and interests of older people. The Commissioner should drive forward a focus on increasing the broad societal perception of the value of older people, and the highly skilled and specialist nursing roles required to care for and support older people appropriately. However, we have some concerns with regards to the detail of the investigation role of the Commissioner, such as the requirement for service providers, which by definition in the proposals would include individual registered nurses and nursing support workers, to give evidence, and the impact this could have on the nursing profession and the care provided to older people as a result. We are seeking clarity on this function to ensure nursing professionals are treated fairly and are appropriately protected.
